If you're an admin you can add a function to a user. This is useful when you can to assign a template to a group of users that are not in the same team. Before that, make sure you've created the functions. You can do that in the Organization Settings.
1. Click on functions in the menu on the left
2. Click on 'add' in the top right corner
3. Name the function in the pop up
4. Click on 'add'
5. Add the function to a user (or users)
